Inactive Programs

The following programs are no longer funded, and no new awards are being made.  Nevertheless, borrowers may remain in repayment.  The Rules and Regulations for each program are posted here.

Undergraduate Programs

Critical Needs Teacher Forgivable Loan (CNTP)

  • Program Overview: Critical Needs Teacher Forgivable Loan awards were made available to juniors and seniors seeking a first bachelor’s degree at a Mississippi college or university in a program of study that led to a Class “A” educator’s license.  Out-of-state students were eligible.  New awards were last made during the 2014-15 aid year.
  • Rules and Regulations: CNTP Rules and Regulations
  • Service Obligation: Recipients may fulfill the service obligation by working full-time as a licensed classroom teacher in a Mississippi public school or district located in a critical teacher or subject shortage area for one year for each year of loan received.

  • Program Overview: Critical Needs Alternate Route Teacher Forgivable Loan awards were made to juniors and seniors seeking a first bachelor’s degree at a Mississippi college or university in a program of study that led to an alternate route teaching license. Nursing Education Forgivable Loan – BSN, RN to BSN (NELB, NELR)

  • Program Overview: Nursing Education – BSN Forgivable Loan awards provided educational opportunities to students seeking a bachelor’s degree in nursing at one Mississippi institution of higher learning. New awards were last made during the 2022-23 aid year.
  • Rules and Regulations: NELS Rules and Regulations
  • Service Obligation: Recipients may fulfill the service obligation by working full-time as a licensed nurse in Mississippi for one year for each year of loan received.

Teacher Education Scholars Forgivable Loan (TES)

  • Program Overview: The Teacher Education Scholars Forgivable Loan awarded up to $15,000 annually to students with a 3.5 GPA and 28 ACT seeking a bachelor’s degree in teacher education at a Mississippi four-year college or university.
  • Rules and Regulations: TES Rules and Regulations
  • Service Obligation: The entire loan amount will be forgiven in its entirety for recipients who teach in a Mississippi public school for five full years following degree completion and licensure.

William Winter Teacher Forgivable Loan (WWTS)

  • Program Overview:  The William Winter Teacher Forgivable Loan awards were made available to students seeking a bachelor’s degree in teacher education at one Mississippi institution of higher learning in exchange for employment as a classroom teacher in a Mississippi public school.
  • Rules and Regulations: WWTS Rules and Regulations
  • Service Obligation: The loan can be forgiven on the basis of one year’s service as a teacher in a Mississippi public or charter school for one year of loan received.

William Winter Alternate Route Teacher Forgivable Loan (WWAR)

  • Program Overview:  The William Winter Alternate Route Teacher Forgivable Loan awards were made available to students seeking a bachelor’s degree at a Mississippi institution of higher learning in exchange for employment as a classroom teacher in a Mississippi public school.
  • Rules and Regulations: WWAR Rules and Regulations
  • Service Obligation: The loan can be forgiven on the basis of one year’s service as a teacher in a Mississippi public or charter school for one year of loan received.

Undergraduate/Graduate Program

Healthcare Professions Forgivable Loan (HCP)

  • Program Overview: Healthcare Professions Forgivable Loan awards were made available to Mississippi residents seeking a bachelor’s degree in speech pathology or psychology or a master’s degree in occupational or physical therapy in exchange for employment in a state health institution in the State of Mississippi.
  • Rules and Regulations: HCP Rules and Regulations
  • Service Obligation: The loan can be forgiven (discharged) on the basis of one year’s service for one year of loan received. Service must be rendered at an eligible state-operated health institution.

Graduate Programs

Counselor and School Administrator Forgivable Loan (CSA)

  • Program Overview: The Counselor and School Administrator Forgivable Loan awards were available to current licensed classroom teachers in public schools to encourage them to pursue advanced degrees in education.
  • Rules and Regulations:  CSA Rules and Regulations
  • Service Obligation: The loan will be forgiven (discharged) if the recipient teaches continuously while in receipt of the loan AND serves for one (1) full academic year as a full-time certified classroom teacher, counselor or school administrator following degree completion.

Graduate Teacher Forgivable Loan (GTS)

  • Program Overview: The Graduate Teacher Forgivable Loan awards were available to current licensed classroom teachers in public schools to encourage them to pursue advanced degrees in education.
  • Rules and Regulations: GTS Rules and Regulations
  • Service Obligation: The loan will be forgiven (discharged) if the recipient teaches continuously while in receipt of the loan AND serves for one (1) full academic year as a full-time certified classroom teacher following degree completion.

Nursing Education Forgivable Loan – MSN, RN to MSN, PhD/DNP (NELM, NERM, NELP)

  • Program Overview: Nursing Education – MSN Forgivable Loan awards provided educational opportunities to students seeking an advanced degree in nursingat one Mississippi institution of higher learning. New awards were last made during the 2022-23 aid year.
  • Rules and Regulations: NELS Rules and Regulations
  • Service Obligation: Recipients may fulfill the service obligation by working full-time as a licensed nurse in Mississippi for one year for each year of loan received.

Nursing Teacher Stipend Forgivable Loan (NTSP)

  • Program Overview: Nursing Teacher Stipend Forgivable Loan awards provided educational opportunities to nurses seeking an advanced degree in nursing at one Mississippi institution of higher learning and who agreed to work as a nurse educator. New awards were last made during the 2022-23 aid year.
  • Rules and Regulations: NTSP Rules and Regulations
  • Service Obligation: Recipients may fulfill the service obligation by teaching nursing in a Mississippi School of Nursing for two years for each year of loan received.

SREB Doctoral Scholars Forgivable Loan (SDSP)

  • Program Overview: Southern Regional Education Board Doctoral Scholars Forgivable Loan awards were available to Mississippi residents seeking a doctoral degree in a STEM (science, technology, engineering, or mathematics) or related field at Jackson State University, Mississippi State University, the University of Mississippi, or the University of Southern Mississippi. Priority was given to racial/ethnic minority students.
  • Rules and Regulations: SDSP Rules and Regulations
  • Service Obligation: Participants may fulfill the service obligation by teaching full-time at the collegiate level for one year for each year of loan received.

State Dental Education Forgivable Loan (DENT)

  • Program Overview: State Dental Education Forgivable Loan (DENT) awards were made to Mississippi residents seeking a degree in dentistry at the University of Mississippi Medical Center in exchange for employment as a general dentist in Mississippi.
  • Rules and Regulations: DENT Rules and Regulations
  • Dental School Residency Requirements: Complete a dental school residency required for the practice of family or general dentistry for a period not to exceed one (1) year.
  • Service Obligation: The loan can be forgiven (discharged) on the basis of one (1) year of service for one (1) year of forgivable loan received. Service must be rendered as a licensed dentist in family or general dentistry in one of the following eligible service locations:
    — Geographic Shortage Area
    — State-operated Health Institution
    — Community Health Center that is a grantee under Section 330 of US Public Health Service Act

State Medical Education Forgivable Loan (MED)

  • Program Overview: State Medical Education Forgivable Loan (MED) awards were made to Mississippi residents seeking a medical degree at the University of Mississippi Medical Center in exchange for employment in a primary care medical field.
  • Rules and Regulations: MED Rules and Regulations
  • Medical School Residency Requirements: Complete a medical school residency consistent with the approved medical specialty for a period not to exceed four (4) years
  • Service Obligation: The loan can be forgiven (discharged) on the basis of one (1) year of service for one (1) year of forgivable loan received. Service must be rendered as a licensed physician in an approved medical specialty (family medicine, internal medicine, pediatrics, or obstetrics/gynecology) in one of the following eligible service locations:
    — Geographic Shortage Area
    — State-operated Health Institution
    — Community Health Center that is a grantee under Section 330 of US Public Health Service Act

Graduate and Professional Degree Forgivable Loan (STSC)

  • Program Overview: Graduate and Professional Degree Forgivable Loan (STSC) awards were made available for those interested in obtaining a Doctor of Chiropractic Medicine, Masters in Prosthetics and Orthotics, or Doctor of Podiatric Medicine at an out-of-state institution in exchange for employment in the appropriate field in the State of Mississippi.
  • Rules and Regulations: STSC Rules and Regulations
  • Service Obligation: The loan can be forgiven (discharged) on the basis of one year’s service in the State of Mississippi for each year of loan received. Service is defined as the practice of medicine (patient care) in the specialty area for which the loan was received.

Veterinary Medicine for Minorities Forgivable Loan (VMMP)

  • Program Overview: Veterinary Medicine for Minorities Forgivable Loan (VMMP) awards were made to Mississippi residents seeking a Veterinary Medicine degree at Mississippi State University – College of Veterinary Medicine in exchange for employment in the State of Mississippi.
  • Rules and Regulations: VMMP Rules and Regulations
  • Post Graduate Training: Post-graduate training in Veterinary Medicine must be taken at an accredited institution and may not exceed four (4) years.
  • Service Obligation: The loan can be forgiven (discharged) on the basis of one year’s service for one year of loan received. Service is defined as full-time employment in Mississippi as a veterinarian.
